Can your Delhi or Chandigarh taxi do Manali sightseeing? Read this first

Many travellers book one cab from Delhi or Chandigarh for the whole trip, then get stopped at Solang or Rohtang. Here is why it happens and how to plan around it.

It is one of the most common surprises in Manali.

You book a cab in Delhi or Chandigarh for the full trip. The drive up goes fine. Then on day two you head for Solang or Rohtang, and your driver says he cannot go further, or that you will need a local taxi from here.

Nobody told you. You feel cheated. The driver feels stuck in the middle.

This post explains why it happens, so you can plan it properly from the start.

The short version

In Manali, local sightseeing is largely done by local, Himachal-registered taxis. Outside commercial taxis can bring you to Manali and take you back. But for spots like Solang Valley, the Atal Tunnel side and Rohtang Pass, they often face limits.

Sometimes it is a formal rule. Sometimes it is a permit issue. Sometimes it is local practice that is enforced on the ground. The result for you is the same: your plan breaks in the middle of the day.

Why outside taxis get stopped

There are a few overlapping reasons.

  • Rohtang permits are limited. Only a fixed number of vehicles get a permit each day. Local taxi operators apply for these regularly. An outside cab that turns up without a permit simply cannot go. We have explained this in our Rohtang permit guide.
  • Local taxi unions. Manali’s taxi operators work through local unions, and local sightseeing is how many of them earn through the season. Outside cabs doing local runs is a long-running point of friction.
  • Winter road rules. In snow, police often allow only 4x4s or vehicles with chains beyond Solang or Palchan. Many outside cabs are not equipped for this.
  • Green tax and entry checks. Vehicles from outside Himachal pay a green tax when entering Manali. Not a big cost, but it adds to the checks your driver goes through.

None of this is aimed at you as a tourist. But you are the one who loses half a day if nobody plans for it.

What drivers from outside often do not tell you

To be fair to them, many outside drivers are honest about it. But some will say “yes, sightseeing included” when booking, knowing they may not be able to deliver it.

Before you book an outside cab for a multi-day Himachal trip, ask in writing:

  • Can this vehicle go to Solang Valley?
  • Can it go through the Atal Tunnel to Sissu?
  • Will it have a Rohtang permit, and who arranges it?
  • If it cannot, who pays for the local taxi?

If the answer to the last question is “you will”, then the “full trip” price is not really the full trip price.

The plan that usually works best

For most families and groups, this is the easiest setup:

  1. Outside cab, or one of ours, for the long drive. Delhi or Chandigarh to Manali, and back at the end. See our Delhi to Manali and Chandigarh to Manali routes.
  2. A local Manali taxi for sightseeing days. Solang, Atal Tunnel and Sissu, Rohtang, and the town circuit.
  3. Let the outside driver rest. If he is waiting for you, a rest day is good for everyone. Mountain driving is tiring.

This sounds more expensive, but often it is not. You are not paying an outside cab to sit idle, and you are not paying twice when it gets turned back.

What a local taxi gets you

Apart from simply being allowed to go, a local driver knows things that do not show up on Google Maps:

  • Which way to go around when Solang traffic backs up.
  • Where the snow actually is this week.
  • When to leave so you are back before the roads ice up in the evening.
  • Which ropeway or adventure counters are running that day.

That kind of local sense matters more in the mountains than it does on a highway.

How we handle it

If you are coming up with your own cab, that is fine. Just tell us your dates and we will set up local sightseeing for the days you need. We will be clear about which vehicle is going where, and whether a permit is needed.

If you would rather keep it simple, we can do the full trip, from pickup in Delhi, Chandigarh or Bhuntar airport through to sightseeing and the drop back.

Share your plan with us and we will tell you which parts make sense with which vehicle. For day options, see Manali local sightseeing.

[ADD BEFORE PUBLISHING: a real example from your desk, e.g. a family whose outside cab was turned back at Solang and how you sorted it. Keep names out.]

Quick answers

Can a Delhi taxi go to Solang Valley?

It depends on the day, the season and local enforcement. Many travellers find they are asked to switch to a local taxi. Confirm with your operator in writing before you book.

Can an outside taxi get a Rohtang permit?

Rohtang permits are issued per vehicle and the daily quota is small. In practice, local Manali taxis handle most Rohtang trips. Do not assume an outside cab will get one.

Is it cheaper to use one cab for the whole trip?

Only if that cab can actually do every part of the trip. If it gets turned back, you pay for a local taxi anyway.

Can my own private car go to Solang and Atal Tunnel?

Generally yes, outside of heavy snow days. Rohtang needs a special permit for private cars with a much smaller quota.
